A person “bad” socially, is different in different cultures and according to family rules. Where as a person “bad” legally or “bad” from law enforcement point of view is a dangerously “bad” criminal because has no respect for the legal system of the country. Criminals and illegals are “Legally bad” based on the law of the land. Socially bads are politically motivated judgements about people’s behaviour without concrete reasoning left to the discretion of some influentials to establish authority on vulnerable people, walk this way, talk this way etc and if you don’t you will be more bad or the baddest of all times.
When people in power, victimize a singled out person to make others happy politically or personal gains or charge people by mistake or falsely than people are forced to not obey as a protest. Relationship of ordinary people and people in power is like that of a child and parent relationship where parent represent position of power and when children are unfairly treated they stop obeying parents as a protest.
Legally bad people, criminals, illegals and law violators if in position of power in the society, can not and should not be expected/ can not be trusted to make and deliver fair and honest decisions in legal matters for Citizens of Canada, they will try to protect their own interest ahead of anything else and try to demoralize the law abiding members of the society. (This was only In my opinion, no such previous experience, just from logical point of view, people might have different opinion about it, but based on what I have experienced all these years, appears to me that legal norms have changed, legal norms are not what you used to be).
