Name change is a legal matter and requires certain procedure, form filling signing the firm sat the bottom etc, to change on the IDs such as Drivers licence, travel documents etc. Requires paper work. Can be completed only by the ID issuing authority. However, modifying profile contents including name on social media does not require any paper work or form filling, all the fields of the profile should remain editable or else do not provide access to the social media, make it a service which requires payment. People should be aware of it ahead in time before getting into it, not after setting up an account, and few months later some fields become greyed out (locked, not available to edit etc) and not editable and then to modify the fields it become a complicated matter and requires paper work.
